Smotrich, the chairman of the Religious Zionist party, has included in the coalition agreements the demand that authority over the Civil Administration and the Border Police in Judea and Samaria be transferred from the responsibility of the IDF to the Minister in the Ministry of Defense and the Minister of National Security. Smotrich believes that the residents of Judea and Samaria should live under a civilian administration the same as residents of pre-1967 Israel and not the military administration they have been living under for decades, and considers this arrangement to be a form of discrimination against the Jewish residents of Judea ad Samaria.
